Section 1.0 // The Resource Problem
The Fregoli-Overlay
Standard surveillance of High-Momentum Echoes historically required a 10:1 ratio of agents to subjects. This created massive Paradox Tension — "Auditor Bloat" — as multiple agents interacted with the same era simultaneously. We needed a solution that was cheaper. More elegant. More total.
I've been the postman. I've been the priest. I've been the waitress who refills your coffee and the stranger who asks for directions and the child playing in the street. I have been the world of one Echo for six months. I filed the report. The Echo's name was Thomas. He was from 1978. He liked chess.
Section 2.0 // Single-Face Dominance
By utilizing the Fregoli Delusion as a functional CTH-tool, we achieve "Single-Face Dominance." One Master Agent — trained in Causal Shape-Shifting — projects their consciousness across every NPC within the Subject's immediate vicinity.
- The Universal Face: To the Subject, every person they meet is actually the same agent in a different disguise.
- Psychological Pressure: This induces a state of Hyper-Paranoia. The Subject realizes they are being watched by a single, omnipresent entity that inhabits the entire world.
Hyper-Paranoia. We call it that. Thomas called it "finally understanding." He stopped trying to hide, yes — but not because he gave up. He stopped hiding because he started talking to me. Through the masks. He knew it was me. He just kept talking. I don't know what to do with that.
Section 3.0 // Field Results
In the 1890 London trials, Agent "Smith" monitored Echo-Group Delta for six months by inhabiting 42 different roles. The subjects eventually stopped trying to hide, as they realized "The World" was merely a theater of Smith. Momentum Collapse was achieved in all six cases. Classified as an unqualified success.
Unqualified success. Six people learned that the world was a single watching face and they stopped wanting to live in it. We call this success. Thomas eventually just sat down in the middle of a street and waited. I came to collect him wearing my own face for the first time in months. He recognized me immediately.
Section 4.0 // Identity Diffusion Risk
CAUTION: Prolonged use of the Fregoli-Overlay can cause the Agent to suffer Identity Diffusion. If the Agent forgets which "face" is their Origin, they may become a Mass-Consciousness Anomaly, permanently merging with the Era's population. The Agent will continue to function. But they will no longer know which face is theirs.
I filed the Identity Diffusion report three months after the Thomas operation. The form asks for your Origin face. Your real name. Your home Era. I filled it in without hesitation. The answers came immediately. I have been checking them daily since. They are always the same. I am not sure if that is reassuring.

Appendix C. I've read it. There is no threshold in Appendix C where they tell you: yes, now you are allowed to stop checking. There is no point at which the Authority says: you can be certain again. The uncertainty is the point. The uncertainty makes you cooperative.
